on sheilds stealth server it has msp spoof , if i download cods am i able to mod them ?/??????

If you plan to use a mod tool on PC or a mod menu that's set via a dashlaunch plugin, sure. But I believe most CoD mods use files that you need to replace in the game's files. And you can't source game files from xbox marketplace afaik.

You can use a program called god2iso to convert the xbl games on demand version. Then use either 360 MP or isoextract to extract the raw files.
