id say to wipe it. wipe it and allow you to install more stuff and make the computer think it's empty. rn, you have your old windows account on it, thus your computer sees that stuff as another person's data that you don't have access to. , in windows type 'disk management' select the drive that needs to be formatted and format.

I had this issue before and this is what I did. Maybe there is a better way but idk

good luck

This is the answer, disk management and then format the other storage drives and configure them in steam. recently had this issue with a customer myself and took 5 mins to sort at a rate of £70. Easy error to fix once you have encountered and overcome

Can't you just remove Windows.old from C:\ if you recently reset the PC?

Yes, disk cleanup as admin and then remove old system files

I've noticed Disk Clean-up won't remove it on 1909 +. Got to give yourself System permissions to override.
