Are the prices still inflated for the new RTX cards?

i was thinking of getting a rtx 3070 or a rtx 2080 TI

but I'm not to sure how much they go for i don't wanna be spending £2k if they are not worth that much

should i wait?

Cards are still overpriced as all get out. Your best bet is to use a site like the one I posted below to keep up to date on all of the current stocks of graphics cards. Most scalpers have bots that pick these up quickly so you have to be on the ball. Prebuilt computers are being sold with the new rtx cards at some reasonable prices with fairly good parts so that might also be an option. If anything you could swap cards out from your new pc into the old and have a backup desktop at your disposal.
