Okay I recently got banned on my main PC account for Cold War, but I dont want to play it on console because it sucks. Is there any way I could make a new account on PC and play on it without getting banned ?

You need a spoofer my guy, get AA or Infinite. After installing it on your PC, you have to fresh install cold war with a new account.

You would have to purchase a new copy of the game, cause your account is completely banned.

Okay I understand that, but if I buy a new copy of the game plus log into a new battle.net wouldnt it just ban me on my other account right when i get on it ?
