What is your budget and currency? $700
What will you use the PC for? Gaming and office use. Would like to be able to run games like COD and need excel and word etc.
Do you need a monitor? If not, what monitor(s) will you be using? I have a monitor. Runs my Xbox One Series X just fine. It's an AOC.
Do you need a keyboard, mouse, or other peripherals? I will be buying a cheap KB and mouse in the beginning so skip this.
Do you need an operating system? Yes
Will you overclock? no
Anything else we should know? ily

So you'll need to add a GPU, but you won't find a new GPU for a reasonable price. Usually, $160ish would get you a GTX 1650 Super.

If you want to buy right now, then you'll probably have to take a look at the used market. An RX 480/580 or 6GB GTX 1060 would match a GTX 1650 Super's performance and there should be plenty of them around.
These are usually <$100 GPU's but with there being no stock of new GPU's, the used market is also getting a little crazy so honestly at this point, you might be looking at anywhere up to $150 for one. I've seen some listed(and sold) for $200+, but I absolutely would not pay that much for one.

Use Windows 10 for free, at least for now. You can always activate it later if you want.

Plenty of cases to choose from in the $45-70ish range, so let me know if you don't like the Neo Air and want some other options

A store by me has the GTX 1650 Super for $175, is this a good price for it or no

Honestly, in the current market, $175 for a GTX 1650 Super is pretty decent. Especially since that should be new, so you'll get a warranty and everything with it.

Forgot to mention I need the case to be a litter on the smaller side, it has to fit in my desk spot and it's not crazy big. Is there any cases like that I could use?

Do you have specific dimensions for the size of case you're looking for?

The Neo Air is on the smaller side for an ATX case. If there's a MicroATX case small enough for you though, then you might be able to get away with that if you just swap the mobo for an mATX one, like a B450M Morar MAX.

nvm turns out the case will fit

So I missed out on that GTX 1650 super I was talking about and now I can't find any.. do you know anywhere I could find one in the US? New or used

You'll have a tough time finding any new GPU's right now.

Best bet used is to just look for an RX 480/580 or 6GB GTX 1060. They'll match a 1650 Super's performance and should be easier to find used, and at a better price.
Like I said, these should be <$100 GPU's, but you might be paying as much as $150 for one these days. I definitely wouldn't pay more than $150.
