How does activation work if I purchase SOT for Windows? Can I just activate via Steam and do I need Xbox live to play?

So if you buy on steam i believe you will be using an xbox live account still, however if you buy from windows 10 you will be on an xbox live account, but the only difference i have noticed is there isnt borderless mode on windows 10, |
