Define normal. What speeds do you get on Steam?

Have you tried a different browser?

What speed does your ISP say you should be getting?

How are you currently connect to your network. Wired / wireless?

Have you used a different speed test? Fast.com is ok upto 200mb/s due to extra load

Are you running the speed test while on steam? What is the network load at the time?

If you run a speed test from your router what speeds do you get?

Remember, speed tests like speedtest.net will only measure the bandwidth available at the time.

yes this was while having steam up, but nothing was downloading (this is how i always have it. normal speeds always)

But i just used windows 10 feature and reset my network drivers ( clean install) and it seems to be fixed now. i dont know why that just happened.
