Well I'm currently waiting for broadband to be installed so my Xbox is running of my data.

I'm from U.K. I use three and my phone is 4G with always 4 out 5 bars signal nearly 99% of the time.

When I taste the internet on my phone the speed test is above 15MBPS all the time, yet I leave my phone don't run any apps just as a hotspot and it only gives my Xbox 1.8MBPS... it's virtually unusable

Any idea how to speed this up, I swear it never used to be this bad

Only thing I can think of is you need to switch to a better company.

The only recommendation I have is to Tether the connection to a laptop / desktop and try to bridge the connection to your xbox via Ethernet. I know I did something like this back in the day when I didn't have a wifi adapter on my xbox 360 . . . I would get surprisingly good results playing MW3 didn't experience much lag to be honest. Updates on the other hand were definitely a drag

Hotspots are pretty stagnant when it comes to performance, depending on the kind you get, and the service provider.

Although they can be used for online game. I seen some comments on here saying they are not good for it. Back when I use to host, I would have my retail on my home network, and my RGH on my hotspot with a VPN, so my retail would not get banned when the kv on RGH did.

It worked pretty well as far as internet. That was while being on a VPN. The best thing you can do is look for better upgraded equipment and talk with the provide, or a find a new one.
