This is my setup, according to all calculations it should only be 353 max watts i was told i might need a bigger power supply for this and plan on adding one smaller fan what is your opinion?

Yes, 550W is perfectly sufficient.

I'd start around there. You can save $100 by swapping the RTX 2070 Super for an RX 5700XT, which would let you up the R5 3600 to an R7 3700x/3800x within the $1500 budget.

If you're spending more than $1500, you can keep the 2070 Super and still up the R5 3600 to an R7 3700x/3800x. You could also up the system from 16GB to 32GB RAM. If you do, I'd aim for a 2x16GB kit rather than 4x8GB, but it's up to you- just make sure it's at least 3200MHz, preferabbly 3600MHz.
