XDK's are devices sent by Microsoft to game developers. They boot directly into xShell which is similar to XeXMenu. They also have sidecars which lets you do DVD emulation, debugging and some other stuff depending on the model. Some sidecars also give access to gigabit ethernet port. Devices with sidecars also require a special 213W power supply, it was quite annoying to find one for my kit.
XDK's also cannot normally connect to Xbox Live. They can only connect to PNet if you are whitelisted but you can connect to Xbox Live using shadowboot I believe (I only use it offline).
They also cant run retail disks or games xex files without patching them. However, you can easily patch them with various tools available these days.

XDK's can also freely change their FW version depending on the motherboard you have. My kit can go all the way down to Dashboard version 1888. You can also use some more tools provided in the Xbox 360 Neighborhood.

They're somewhat rare to find at a reasonable price. You can probably find them on eBay for around $300 these days. I have been looking to get a slim kit myself. I wouldn't recommend buying one unless you have some experience with JTAG consoles.

Edit: If you do end up buying one let me know I have a bunch of helpful resources I can share.
