Something Like this? You can get Windows may other ways, I generally believe if he wants to run 4k The 5600 XT is the minimum you'd want.

$750 for 4k is a little tough IMO. I'd really aim to spend a bit more, but if $750 is what you've got to spend and no more, this is what I'd be looking at;

If you really need it closer to $750, then yeah a 5600XT is probably gonna have to do. However, for 4k especially, it's really worth spending the small amount extra for a 5700 over a 5600XT.
