I bought this prebuilt a while back and it doesn't work as good as i'd like it to so i'm looking to upgrade some parts to help boost performance.

Price range - $300 - $400 USD

I use this for the basic browsing the web, watching YouTube, sometimes playing games like Fortnite, GTA, etc.. I do not need a mouse, keyboard, any of that stuff. I am just strictly looking to upgrade parts.

Your PC is definitely quite dated. But for $300 - $400 you could definitely get some nice upgrades like an SSD, New CPU, new Motherboard, new ram. Here is a list. It will definitely be a massive upgrade. pcpartpicker.com/list/YCDTPn

I noticed that the motherboard isn't going to fit into my current case because of the layout of all the ports.

Would you be able to swap out the SSD for a new case that would fit that motherboard?

Everything should work in your case they are both standard mATX motherboards. Unless you are talking about the eps cable position and such.

I would do this;
PCPartPicker Part List

CPU: AMD Ryzen 5 2600 3.4 GHz 6-Core Processor ($114.99 @ Amazon)
Motherboard: ASRock B450M PRO4 Micro ATX AM4 Motherboard ($74.98 @ Amazon)
Memory: Crucial Ballistix Sport LT 16 GB (2 x 8 GB) DDR4-3200 Memory ($64.98 @ Amazon)
Storage: Crucial BX500 480 GB 2.5" Solid State Drive ($55.99 @ Adorama)
Total: $310.94

then save another $50 or so, $150ish should be enough to get you a GTX 1650 Super which will be a significant improvment over your RX 460.
CPU/RAM upgrade and SSD is going to really help speed up the feel of day to day tasks with the system, but you're not going to get any sort of reasonable performance increase in games without a GPU upgrade.
