Depends what country your in, Do some research into what you want/need then head to pc part picker and put it together and it will show you the cheapest places for all the components and if they are compatible or not.

Like I said building your own pc from scratch is the best way to go, You'll save alot of money which you can put back into the build so you get a better system or just have money left in your pocket

What are your current specs? That always determines performance to an extent. You're always better off building your own though, better price most of the time and better quality parts/feeling. If you're interested in that go here and we can possibly help you out
