Hello, I'm looking for either a good base computer to attempt to build as a gaming pc or a cheap gaming computer.

I don't expect it to be the best (or even good lol)

I just want it to run Forza Horizon 4.

My budget is about 400 USD

I'm new to all of this and don't know much about it.

PCPartPicker Part List

CPU: AMD Ryzen 3 2200G 3.5 GHz Quad-Core Processor ($77.98 @ Amazon)
CPU Cooler: CRYORIG M9a 48.4 CFM CPU Cooler ($23.62 @ Amazon)
Motherboard: ASRock B450M PRO4 Micro ATX AM4 Motherboard ($59.99 @ Newegg)
Memory: G.Skill Aegis 8 GB (1 x 8 GB) DDR4-3000 Memory ($29.99 @ Newegg)
Storage: PNY CS900 240 GB 2.5" Solid State Drive ($26.99 @ Amazon)
Case: Cougar MX340 ATX Mid Tower Case ($42.99 @ Amazon)
Power Supply: be quiet! Pure Power 11 CM 500 W 80+ Gold Certified Semi-modular ATX Power Supply ($77.99 @ SuperBiiz)
Total: $339.55

This is a base system without a graphics card (i would highly suggest looking around on newegg OB/amazon OB for a decent deal or go second hand.). The SSD is fine for the use, i have a few of them running through my moderate load servers (though if you're worried about performance from it you can easily find a better model for a little more). The memory is low end but once more within budget.

This is all just a vague list seeing as we don't know the full intent of what you do and don't need. I'd highly suggest you take a look at this and update the thread here. That would allow more of us to give a direct answer.

The only thing I'd really change is the RAM- If the system isn't going to have a dedicated GPU or another 8GB RAM added soon, then OP might want to go with 2x4GB instead of 1x8GB, it will make a significant difference to the iGPU performance. Other than though, solid little APU system.

OP, if you're happy buying used parts, you could consider something like this;
PCPartPicker Part List

CPU: AMD Ryzen 3 1200 3.1 GHz Quad-Core Processor ($61.91 @ Amazon)
Motherboard: ASRock B450M PRO4 Micro ATX AM4 Motherboard ($69.99 @ Newegg)
Memory: Team T-FORCE VULCAN Z 8 GB (1 x 8 GB) DDR4-3000 Memory ($29.99 @ Newegg)
Storage: Intel 660p 512 GB M.2-2280 NVME Solid State Drive ($54.99 @ Newegg)
Case: Deepcool MATREXX 30 MicroATX Mini Tower Case ($34.98 @ Newegg)
Power Supply: SeaSonic S12III 500 W 80+ Bronze Certified ATX Power Supply ($49.99 @ B&H)
Total: $301.85

Pretty much identical CPU performance as the 2200G but no integrated graphics, so use the extra $100 and put it towards a used RX 580. An RX 580 will be easy to find under $100 on the used market, and it will be quite a significant increase in performance over the 2200G's integrated graphics.
If you're not comfortable buying used parts, then the best you'll get is a system with an APU.
