What do you use your system for exactly?
What are you looking to achieve with an upgrade?
What monitor(s) are you using?

If you want any reasonable CPU upgrade, then yeah you'll need to replace that motherboard. You'll also need DDR4 if you want to invest in any modern CPU. If you want to re-use your RAM, you'd need to buy an old Haswell set-up or something, but I wouldn't bother- I'd just buy new. That said, $125 is not going to be enough for you to get a CPU, Mobo, and even 8GB DDR4.

How much would I need at the least? I use my computer for gaming only, and i'm tired of playing games with terrible frames.

What are you looking to achieve with an upgrade? Increase in frames at least a solid 60 fps on games such as Rust, Garry's Mod and Rocket League.
What monitor(s) are you using?HP 27SV - LED monitor - 27"

I mean, you could probably find a used Haswell i5 with a motherboard for ~$125 pretty easily. Something like an i5-4440/4460 and H81/B85 motherboard. You'd be able to re-use your DDR3 RAM with that.

However, I'd be aiming for a more modern platform. If you have access to a Micro Center, you can get some pretty great deals on 1st gen Ryzen CPU's and compatible motherboards.

You can get an R5 1600 for $50($80 with $30 off) from MicroCenter when you buy it with a compatible motherboard. So if you can pick up that, you'll definitely be able to get a motherboard for ~$75. You'd still need DDR4 RAM though, which will put you over your $125 budget. You can get 8GB DDR4 for <$35 easily though, just make sure to get 3000/3200MHz speed with Ryzen.

For the motherboard, I'd be looking at Asrock "Pro" line-up, the;
AB350M Pro4
AB350 Pro4
B450M PRO4
B450 Pro4
B450M Pro4-F

If you're picking up from Microcetner, you'll be limited to their stock obviously but I'd think they'd have at least one of these available. It might also be worth checking their open box motherboards as you can get even more savings on those, like $15+ off sometimes just because the box is damaged/maybe missing some accessories.

If you don't have access to a Microcenter, then this is probably the best you'll do;
PCPartPicker Part List

CPU: AMD Ryzen 3 1200 3.1 GHz Quad-Core Processor ($59.21 @ Amazon)
Motherboard: ASRock B450M PRO4 Micro ATX AM4 Motherboard ($69.99 @ Amazon)
Total: $129.20

Just over $125, but again you'll still need DDR4 RAM which will put you over budget. Here's a cheap 3000MHz 8GB stick;
