What is your budget and currency? (Pound sign does not work normally, use GBP abbreviation)
$USD$

Do you need a keyboard? |----> idk if I want peripherals
Do you need a mouse? |
Do you need an operating system?
Yes, windows
What will you use the PC for?

Need to know the rest of the specs to know what is worth re-using.

Make and model of case and PSU, if possible. If not, I will recommend new ones for both.
Would also help to know what storage you have to re-use.
DDR3 or DDR4 RAM? 6th gen supported both. Also which specific Xeon E3 and what motherboard do you have? You can use something like Speccy or HWMonitor to see a list of your specs.

What monitor(s) do you have? What kb/mouse do you have?
What games will you be playing exactly? What will you be streaming? Using the system for anything else?

$2k is a lot of money to drop on a system, and it's looking like you might be best just building an entirely new system, but we'll still need to know the info above before we can help.

I would like an entirely new build. I haven't upgraded my psu or video card in 4 years. I want at least 2 monitors and to be able to stream and play demanding games at the same time with good quality. It needs to have Bluetooth and a good wireless internet device as I don't have a way to connect to Ethernet

Still need to know what you're using the system for to be able to recommend anything.

Would also be useful if we knew what you're looking for in a monitor(s). Is the $2k budget including monitor(s)? If not, what's the budget for that?

Well I don't really have a list of games. Whatever new that comes out I suppose. Shooters mobas etc. streaming on twitch and 2k is the total budget for everything. I'd like to use the majority of it on the system itself

PCPartPicker Part List

CPU: AMD - Ryzen 7 2700 3.2 GHz 8-Core Processor ($198.48 @ Amazon)
Motherboard: Asus - TUF GAMING X570-PLUS (WI-FI) ATX AM4 Motherboard ($199.99 @ Newegg)
Memory: Team - T-Force Vulcan 16 GB (2 x 8 GB) DDR4-3200 Memory ($74.99 @ Newegg)
Storage: Intel - 660p Series 1.02 TB M.2-2280 Solid State Drive ($84.99 @ Newegg)
Video Card: MSI - GeForce RTX 2070 SUPER 8 GB GAMING X TRIO Video Card ($539.99 @ B&H)
Case: Cooler Master - MasterBox NR600 (w/o ODD) ATX Mid Tower Case ($75.98 @ Newegg)
Power Supply: EVGA - SuperNOVA G2 550 W 80+ Gold Certified Fully Modular ATX Power Supply ($74.99 @ Amazon)
Monitor: MSI - Optix MAG341CQ 34.0" 3440x1440 100 Hz Monitor ($429.00 @ B&H)
Monitor: MSI - Optix MAG27CQ 27.0" 2560x1440 144 Hz Monitor ($379.99 @ Amazon)
Total: $2058.40

Included 2 pretty high end monitors. A 1440p 144Hz, and 3440x1440 100Hz. Not really sure what you want to do monitor wise, but those are the 2 I'd be looking at. Not sure I'd get both, since $800 is a lot of money to spend on monitors.

Add whatever capacity HDD you want/need, and you can upgrade the CPU cooler at any point if you like.

For my monitors. I want one main monitor for gaming and the other of misc use, like using discord, twitch, or browsing the web. I'd like a cooling upgrade I don't know whether to do a custom loop as I don't have any experience or an Closed loop

No need for a custom loop with Ryzen. If you want a liquid cooler, just get whatever 240/280mm AIO you like the look of best. Otherwise, a Be Quiet! Dark Rock(Pro) 4 is a solid choice.

I would just get the system above with one of the MSI monitors, and then decide what you want to do for the secondary monitor. You could just grab a cheap $80-100 1080p monitor for the side, or you could go with the 2 MSI monitors, or maybe even get a 4k monitor for the side?
