Generally the budget is higher than what you realistically need to spend and is instead listed for the case where you want to piss your money away.

If you want to not just spend money for the sake of it:

You can easily get away with buying a Windows 10 Pro key from a reseller and pay ~$50 instead of $200.

Don't bother replacing the system fans (3 at front, 1 at reat) with the linked PH-F120s.

Don't bother with the Samsung 970 Evo; either just get the Pro (You will want to be using this one as your main boot drive considering it is the faster SSD) or get a larger 970 Evo and drop the Pro. I would still keep the HDD considering the capacity of the drive is great for the price point (with still decent performance)

Don't bother replacing the system fans (i.e. don't buy the case fans listed above). They will be good enough anyway.

Drop the power supply down to a Gold certified one (You should be able to find the same SeaSonic Focus range in a Gold certified at around 750W max power output.

If you want to have a good PC building project, I would drop a lot of the additional crap like I've just said and look into a custom watercooling loop including a GPU water block. I don't really have any advice for that though as I've never done it myself.
