So i need a someone knowledgeable to help me in what to buy for a build.
I'm mostly looking for a build to mainly run Ark: Survival Evolved, smoothly.
I have a budget around $800 can go a little higher and this is without any peripherals or a monitor.

this is a build that a guy recommended but i would like second opinions.

Pls no do not buy that. That motherboard is horrific. No need for such an expensive cooler, or RAM. Wouldn't bother with an RX 580 since a GTX 1660 is so close in price, unless you buy used of course.

What monitor(s) are you using with this system?
Do you have access to a Micro Center? You can get some great deals on CPU's and motherboards there.
Also, you're missing storage in that parts list, have you already got that sorted? If so, what HDD's/SSD's have you got?

i have a BenQ 21.5" LED FHD monitor (it's kinda old i don't mind getting something else but i don't want to spend a lot on a new monitor but if you have any suggestions lmk). i don't have access to a micro center. and no i do not have a storage yet.

If you've got some more cash, you could maybe up the R5 1600 to an R5 2600x but it's not entirely necessary. SSD will be fine for now, but you'll probably want to add an HDD at some point. Just add whatever capacity HDD you require whenever you want.
