Will it boot into Xell by pressing the eject button when the console is off? Or is the whole drive dead?

Is the DVD drive just not reading discs or do you think it's the wrong drive for the console? If it's broken you can always find ISOs for games, you can also try extracting the disc in freestyle or Aurora. Sometimes it will still extract if it won't play depending on what's wrong with the drive. If you need to replace the drive you can always swap your pcb from your drive to a new one.

To further identify your issue , need to know if it is a open tray error, a play DVD error or if the drive just isnt working properly.

If it's open tray error then likely your laser is done and would need a replacement laser.

If its play DVD error, that means someone plugged a different drive into the console other then the original. And never flashed the new DVD key. If this is the case, then need to dump the key from the drive.

If your drive is shot, you'll need a new drive along with the key to go along with it.

I can fix this issue for you if your in usa. I also have replacement drives with keys if needed

Hmm could be a issue of bad firmware to the drive..

That's what I'm suspecting at least.

Since it seems like its able to read the disc , it doesnt sound like a laser issue.

Really only way to diagnose it further would be to dump the drive firmware or do a better physical inspection.. since it's rgh'd though, I think easiest fix in your case would be to get a DVD drive for the type of xbox 360 you have and also have the DVD key with it. Then you just rebuild your nand and spoof the DVD key and then flash new nand and voila working drive

What type of xbox is it? Phat or slim?
