Can I give someone a 25$ Visa card and you Paypal me 25$ my PayPal isn't verified so I can't add the card to my account.

If your account isn't verified, they tend the hold the funds, make your account limited etc.

I'd advise to just verify the account so that it doesn't happen in the future, after putting $100 in my account or so it just randomly became limited and I couldn't move the money and had to verify it to get access

PayPal is honestly just nerve wrecking, dealing with if you send it as family and friends and get scammed they can't help you, and if you do it by service and goods things get delayed. Then the whole verification process is dumb. I've gotten on the phone with them and verified myself and did all the steps and still had problems with a account.

Pretty sure to verify is to add a bank card to your account... simple as that
