Inceremental budget build

Hi there everyone, first i apologize that english is not my first language. And im a pc noob.
So, i would like to start building pc. But my budget is small. like really small.
I would like to buy basic botom line from witch i would like to upgrade one part at the time. Like one part every six months when i save money.
Botom line: I have mATX case, with sata hdd, 350W power. All other parts are as old as 2001. So dead power wise.
I would like to buy a motherboard
MSI H110M PRO-VD PLUS wich if i correctly understand have sockets that can take best procesors out there.
Next for procesor i would like to buy
Intel Celeron G3930
and 4gigs of ram.
That would be my bottom line as the procesor has gpu integrated (wich is probably better than my old radeon 2600XT)
After time i would upgrade this parts.
Probably in CPU - GPU - RAM order.
Do you think this is good idea or crazy one. Would you sugest othervise?
This build is stil more powerfull like ten times than old rig.

Terrible idea. Celeron's are garbage. Just save your money until you've got enough for something entry level at least, like an R3 2200G.

As i understand that would also mean diferent motherboard. Becouse diferent socket.
Would it still be upgradeable? With this socket?
Price Is not much worse So it would still be doable.
