Does the Hong Kong method work for anyone all videos I've seen have 31gb downloads for the beta my screen only has 18? Did they switch it so it doesn't work anymore? Please help

My download was 31 GB, but I got my download from preordering from the PS store. One of my friends tried the Hong Kong method yesterday and it didn't work for him though. It said he couldn't download because he didn't preorder.
