So my epic account that I paid for was stolen. All the information was wiped from my account and updated with his. However I still get emails from everything he's doing. On one of the things it did, it gave me his IP address to his iPhone. Is there anything I can do to find his location/information

We advise you to contact the company you paid with (Paypal, Venmo, etc) and try to chargeback.
