144hz 1080 asus 24"
No overclocking
Streaming twitch but not a big deal if I can't

I was trying to use amd cpu with a Asus 350f or 370 mother board but it kept saying a bios update would be needed so rather stay with Intel if this is a problem with amd

Would like a gtx 1060 with 1tb hard drive and a 250g ssd, only need 8gb ram, prefer two 4gb sticks. Just don't know what mother board/cpu combo to use

You can use a Ryzen 5 1600 with a B350 motherboard no problem, no BIOS update necessary. That said, since you aren't overclocking and have a 144Hz 1080p monitor, an i5-8400 is your best bet anyway IMO.

For RAM, just grab a 1x8GB stick and add another of the same when RAM is cheaper or you have some spare cash. 4GB DIMMs don't make sense with Intel, just hinders future upgradability IMO. With Ryzen though, especially APUs, dual channel has a significant performance increase and is pretty much necessary. So if you were to go with Ryzen, grab 2x4GB high speed RAM, ideally 3000/3200MHz. With Intel, just grab 1x8GB of whatever's cheap.

A new GTX 1060 will still set you back $315+, so I can't really recommend that. Especially when you can find used 980Ti's and 1070's for $350-375. You can still find used GTX 970s for ~$200, so I'd grab one of those.

Is 2.8ghz going to be fast enough to game with? I know I said I wasn't going to overclock and I believe this is a locked cpu, just want to make sure it's fast enough before I buy it

The clock speed is fine. You'll rarely see the i5 sitting at 2.8GHz if you're actually using it. You'll be between 3.6-4GHz when under load, and will just sit at 2.8GHz when idle.
