when should i buy a new graphics card? i currently have a GTX 950 and i want to upgrade when is the best time for me to upgrade? my cousin bought his 1080 for like £400 now its like £700 or something will the prices go back down?

To be honest no one knows when the gpu's prices will go down. But I spent extra money to buy mine, unfortunately. :/

i dont really have the money to afford anything other than a 1060 atm but i dont want to buy it and then 2 months later go down in price

I would honestly wait then, because if the prices drop then you could have bought a better card. Also go on Nvidia's site and sign up for the notification for the 1080 or 1080 to. I have had them notify me two days ago that they had a few in stock.

You should upgrade whenever your current GPU is limiting you in games you play, and you have the budget for a reasonable upgrade.

GTX 1080s have never been as low as £400. They've always been £500+, maybe high £400's if you're lucky and find one on sale. You're looking at just under £600 now for a GTX 1080;

You can get a 1070Ti slightly cheaper;

but for a £5-10 difference, don't bother, just get a 1080 instead of 1070Ti.

For around £500, you can get a GTX 1070;

These have been as low as around £400.

Lastly, if you want a GTX 1060;

Alternatively, you could look at the used market for a GTX 970/980(£150-200), or maybe even a 980Ti if you have the budget and an adequate PSU. I've seen used 980Ti's selling for less than the new 1060 I listed above.

GTX 980Ti = roughly GTX 1070 performance
GTX 970/980 = roughly GTX 1060 performance.
