The frimware, anything before 3.55 can be jailbroken, there is a new way to jailbreak on 4.xx but I would recommend the 3.55 way.

All Ps3 phats can be downgraded.
Two ways get a e3 flasher or use the new way.
Both ways have risks.
I have used this method on 12 Ps3's without issue

You can now downgrade even if you are on latest firmware with out a hardware downgrader.

Your best bet, is to upgrade to latest firmware then follow the necessary steps to jailbreak it with the ps3xploit method.
