its just a gif, and add it to your OBS

If you are talking about the overlay he gets when he gets a donation (open spoiler for image)

This is a donation alert you can get on Streamlabs. It'll appear when someone donated/follows or whatever you set it for. However if you just want an image overlayed animated on screen, you can apply a .gif image into your OBS or other recording/broadcasting software.

There are many guides on YouTube that may help you also.

(You can also find animated templates for Overlays online, free to edit. Sorry forgot to include this)

could be custom made, look up animated face cam overlay on youtube you may find one
