im still getting attacked by him how can i fix this

Call your ISP and explain the issues you're having. They should give you a new public IP.

Turning your router off an on again won't do anything before anyone says.

Call TalkTalk when you eventually get through to them... Talk about the Dos attack and they will release your public address from the local exchange, very common issue nowadays, don't piss off an attacker next time haha

incorrect it does swap ips if you have dynamic that wont do anything if its static but its always better to call the isp instead though

This isn't a DDoS attack, and changing your IP won't do anything.

Your router is being scanned for vulnerabilities, most likely by random bots, not the person that attacked you several months ago. This is pretty normal, and as long as you're not leaving unnecessary ports open and your router firmware is up to date, you should be fine.

i know in the past you could just change it, but i think now you have to call your ISP and get a new public IP
