FPS Problem With Games

Hi, I got a prebuilt gaming pc made by iBuyPower.
It has:
16GB of RAM
GTX 1060
i7-7700 @ 3.60 GHz
I cant open the Nvidia control panel because it says that i am not using a display attached to the graphics card so that's 1 issue.
Another issue is framerate.
I ran PUBG on High Settings and get around 45-50 fps
I have had a few games where it ran the same on Ultra settings than it did on Low Settings so that's confusing.
On Minecraft I get around 200fps with Fancy settings
I havent done all that crazy stuff with overclocking and that but I want to know if my graphics card is even running because I feel that it can do better.
The PC in general cost around $1000 prebuilt and i dont see any problem with it other than playing on high settings.
I tried buying Rust and its basically Unplayable with the frames I get.
If anyone has any ideas or fixes to this PLEASE let me know.
and if anyone knows how to fix why i cant access the Nvidia control panel, please tell me, thanks.

Are you plugged into the VGA/DVI port on the motherboard? Plug it into the back of the card homie. Make sure rust uses your grapics card and not your integrated graphic unit. Unity has a bug where it will attempt to run its games by default using your integrated gpu.

Not 100% sure but my monitor is connected to my motherboard via hdmi and i dont have any cables going from the gpu to the motherboard so If i need to get one then lmk

My CPU only shows up with the DVI port so my best bet is getting a hdmi to dvi adapter, any other tips would help alot
