I am unsure about any menus as i have never really done a deep search for any. People fascination with having text on screen is real so there is probably one out there. This being said i do know of a couple tools that are free that have mods for bo3.

I just recently found one here in the gold section that was just a basic multicod tool. I know xrpc by xbox360isbest has a bo3 section in it as well.

The tools i have seen all have pretty much the same functions on them and i don't think nearly as much time was put into modding this particular cod. Been searching for a better zombie tool myself but the xrpc tool suffices for me.

I'm sure it can be found around here somewhere, there is an entire mod package in gold section that includes mentioned tool along with a ridiculous amount of other stuff for various games. I highly recommend you get it and check out the tutorial in gold on getting unlimited 30 day gold trials for your rgh.
