So I just recently built my PC exactly yesterday and now my friend wants to build one as well.
He needs everything.
Everything as in: monitor, mouse, keyboard, and the PC. His budget it $1500 USD and he said he wanted to be able to edit videos and pictures and as well play games such as "COD" he came from PS4.

What is your budget and currency? $1500 USD (or cheaper)
Do you need a monitor? yes
Do you need a keyboard? yes
Do you need a mouse? yes
Do you need an operating system? yes
What will you use the PC for? Gaming, Editing videos&pictures ("games like COD" he said, but pretty sure later on he'd wanna play more demanding games as well, probably.)

You can use Win10 for free, or buy a key for <4£0 from Kinguin, G2A, or /r/microsoftsoftwareswap. Grab any cheapo <$20 keyboard for now and you can upgrade to a nice mech keyboard when you have a spare $100 or so. SLI support so you could add a 2nd GTX 1070 at any point if you wanted. Nice 1440p monitor which you should easily be able to OC between 96-120Hz.

Cheaper alternative mouse if you want.
Oh, and I'd probably spend a little extra for this case now;
