Can this PC run Games such asss CSGO or Rust?

I would say without any doubt, that is a really overpriced PC. Building computers are easy, i never knew what to do, but i managed to build a PC worth over £1300 on my own.

To be honest, to break something when building a computer, you'd have to be very daft or purposely break something.

The card in that PC is bad. You could run the two games you mentioned so don't listen to the two people above me. But you're looking at basically low settings possibly 720p resolution and variable fps between 30-60.

It honestly doesn't take much to run rust well except at max settings but with everything off you'll be fine. You wont be getting silky smooth 60 but yeah you'll manage it.

CSGO can be run on almost anything no worry there. Not sure about cod as you didn't specify which ones. I'd say anything beyond BO1 might have a hard time getting 60 fps even at low-medium.

Can you help me find a better computer from that site? It has to be a max of $700 though.? and only from that site.

You aren't going to find a good computer from fingerhut, your best bet would be just building one.
