For apps that work offline or put the music into your library?
No I have tried and nothing has worked you'll just have to put mp3 songs into iTunes and do it yourself

Haven't had an iPhone for like 2-3 years but I guess it doesn't matter.. (should still work)

If your iPhone is jailbroken get ProTube of Cydia.
..or you get Safari Download Manager of Cydia and use online youtube to mp3 converters.

To import the mp3s in your Music app get Bridge of Cydia or just use iTunes. Bridge is much easier and better though because you can just do it straight from your phone.

Let me just correct myself, if you are downloading the songs without purchase that is illegal. Caching the songs, not so sure.

Technically all those services are illegal because you're obtaining music without purchase. Honestly I suggest purchasing Apple Music. Get all the music you want, in the main Music app, for a monthly fee. When you song tastes change just go add different songs and drop the others. That's what I do. I use to download songs illegally, but honestly, $10 a month is not going to kill me. I would rather support the artists (yes they make millions, but they're also losing millions) than not.

I use an app called "Umusio" on the app store. This app allows you the search for a song you want and lets you save it to the app. You can also save full albums if you want to. One of the main reasons why i use this app is because it has an "available offline" feature what allows you to listen to your saved music with no WIFI connection. This is good for when you are out and about and don't want to pay monthly for spotify or other providers.

Downloading music without purchase isn't illegal, if you're downloading it from someone who purchased the music themselves it technically is legal.

If it is under the fair use act I suppose. I wonder when it becomes illegal, I don't know. If they're re-selling it, then it is illegal (I know you don't mean reselling though). I don't know. Touchy subject for legality, I don't know.
