Re-sign both saves and continue the game. First, place all structures that are required to unlock The Monument that you need (Fusion Power Plant, Space Elevator, Hadron Collider, Medical Centre or Eden Project). The full list of buildings that are needed to unlock those you can find on the Internet. Then place a Monument itself and a corresponding trophy should unlock.

You have about 6 mil to spare. If you run out of money, just reload the save after you unlocked one golden trophy, then buy structures for the next one.

Also, after placing Hadron Collider you can unlock Higher Education trophy in a couple of minutes.

P.S. I'm almost done with the game, so I don't know, if I upload more saves for Cities in the future. Version I'm playing is Premium Edition with all DLCs included. Don't know if these are compatible with base game.
