You will spawn at "The Pantry" outpost. Spawn a car from garage drive up and down the road infront of the outpost.
I consistently get tanker trucks to spawn by turning auto drive on and driving back and forth a ways down the road and back not to far but also a good distance. The Distance is up to you.
Once you found one try not to shoot it and blow it up. If you speed up and pass it you can shoot from the car with a pistol adn the pistol will one shot the driver so "DON'T SPARY HIM".
If you shoot from the car it will auto lock and him when your driving in front of him. Then steal the truck make sure it doesn't blow up and bring it back to "The Pantry" or risk it blowing up and drive all the way to "Prosperity".
