You start outside of Doc's house in Goodsprings. All stats maxed except for Strength so that it doesn't mess up DLC you may have. Warning: Trying to change your character when you exit Goodsprings area boots all stats back to normal. Remodding the save can completely trash it and crash your game every time (verified extensively) This is only the first save I'm attempting this way. Next time I'll mod weapons and stuff along with it besides some ammo, lots of Caps, bobbypins and some meds, such as in this one.
Alright, so I learned how to modify pc saves for the 360. Made a new save for you on New Vegas, Ultimate Female Starter. Modded stats, no modified armor and ammo yet
