I have an ASRock Z170M EXTREME4 mobo in my main gaming rig. It states that the pcie x16 slots will run at x16, x8 x8, and x8 x8 x4 speeds. Now from looking at the board there are of course all the pins in the x16 slots half the pins in the x8 slot and so fourth. If I am not running crossfire or sli, can I still run my x16 slot at full speed with an x8 card or an x4 card in their respective slots?

I am having a little trouble understanding what you mean, so correct me if I'm wrong but I think you are asking if you can use a graphics card at x16 and then still use the other slots as well without messing up the speed of your card?

If so, yes. As long as your CPU can supply the other slots with enough bandwidth to use whatever it is you are trying to put in their place if that makes sense.
