Alright go to your files and go to This PC>Local Disk(C: )>Program Files (86) and see if you see a file called Microsoft Xbox 360 SDK.
Have you tried to restart your pc?
If you seen the Microsoft Xbox 360 SDK file in your hdd and you have restarted your pc and you still don't see neighborhood on your desktop. Then i would go to your settings > Apps > then uninstall the Microsoft xbox 360 xdk file. Then try to redownload it. I think by default it puts the program on your desktop.
