I have literally lost my mind trying to figure out how to run games like gta at 60 fps evn 30 with no screen tearing or stuttering with my current pc! i just bought it assuming i would be able to run just about anything decently sooo. Can someone tell me what settings to run gta, Ark and other AAA games on (if i can even play these games at 60fps) this is my first pc so i have absolutely no idea how this rig is or if its even good enough to play these games Please and thank you

Gonna have to go into more detail. Lots of things can cause stuttering. Slow hard drives, CPU bottlenecks, improper drivers etc.

A 1060 3gb and Skylake i5 should run GTA fine though.

i have 1 tb hard drive no ssd, could that be the problem? it seems like the only way i can get the game to run smooth with no tearing or stutter is with everything turned way down. im using the "optimized" setting on the geforce experience program. im getting 60 to 70 fps but everything is pixelly and theirs a lot of tearing at the top of my screen.

There's a big difference between screen tearing and FPS stuttering. Stuttering can be caused from slow hard drives or CPU bottlenecks. It can also be a result of pushing your settings past what you have in VRAM.

Screen tearing is well, tearing. This happens when your GPU is trying to display more frames than your monitor is rated for, so it ends up overlapping old frames with new ones causing a "tearing" effect. This can be fixed by enabling Vertical Sync (VSync) in the graphics settings.

A bottleneck is essentially a part in your build thats keeping the rest of your PC from performing as well as it could be. Usually this would by your CPU, but your i5 should be able to handle GTA with no problems.

The only thing I could think of is you're using graphic settings that is using more VRAM that you have on your GPU, causing the stuttering. The screen tearing can be fixed by enabling VSync.

I like what Saki is telling you above thatll all work but turning Vsync isnt the best idea right?? Ive always known of it being a major thing to turn off what would that help in this case??

Ideally you would want to turn vsync off because it introduces an added layer of input lag on top of your monitor response time (or if you have a monitor with a refresh rate above 60 which the vast majority of vsync settings default to). In this case, you would want it on to cap the frame rate and have it sync the frames being output by the GPU to the frame rate your monitor supports. Syncing the GPU with the monitor eliminates the screen tearing effect OP is describing.
