i am looking to buy a gaming monitor 1ms and i have £100 to spend on one what would be the best one to get

For the difference it makes, I wouldn't worry.
But i believe it's a 5ms panel...

You won't see the difference trust me. Usually, it takes around 16-17ms for a panel to refresh anyway, regardless of what the box says.
For 1080p, i wouldn't spend any more than the one i linked, unless you wanted Curved or higher Hz panels.

Depends on the TV. Most TV's have in between 30-120ms of delay depends on resolution and price. For gaming, I'd strongly recommend a monitor.
