So i have a question, i have an xbox 360, if i purchase a recovery on there on a new character, can i transfer that character to my xbox one?

No. The possibility of that has been taken away since March 2017.
The only way to do that is by buying a pre-modded Xbox One account that was transferred over before the deadline. Be careful though, there are a lot of scammers around.
If someone tells you that it's possible, ignore his messages. He's trying to scam you. There are very few of those accounts left as well.
Those accounts also usually go for $100+.
