Some suspension would definitely make the car look better but coilovers/bags are expensive as hell so that might take you a while.

Where I live, tint laws are flexible depending on the car you have. I'd personally tint that car 5% rear window and sides and a 35% windshield for visibility. But that's just me, I know that tint laws are much stricter in the United States.

What about HID?

You can legally tint the back windows, just not the windshield or front drivers or passengers side. I would do 35% in the back and 45% in the front. This isn't really dark at all, it will just make the windows look darker but police probably won't bother pulling you over. If you get in trouble for it, odds are it's because you did something else stupid and made the cop mad.

Bags are nice, I was buying a set then the seller backed out. You have to make sure they're installed properly though, if not then they are unreliable as hell. Make sure you add a cup of antifreeze in the winter and empty the water traps often. You can piece the kit together off of people and it's usually around 1500-1800 for V2 management and slam series bags (airlift). Installing it is about another 500 for shops to do it or get a couple of buddies who know what they're doing.

Not all tint is illegal. On a side note, tint is a secondary offence, so unless you're doing something stupid they can't pull you over for just having dark tint (at least in my state, not sure if it spans across country)
