if youre trying to ask why my ram is so high, i have a bad habit of keeping around 20 Chrome tabs open at once, usually running 2 VMs, skype, bluestacks all that good stuff

Stop leaving a bunch of useless shit open then?

I have 16GB RAM and can comfortably play any game I want while having some background apps running as well as a ton of Chrome tabs open. There's no need for you to get any more than 16GB RAM unless you have a very specific use case. It'd be a waste of money to invest in more RAM, especially now when RAM is ridiculously expensive and especially since you're still using DDR3.

Your PSU is trash, and your case isn't great either. I'd recommend grabbing an RX 580, a new PSU, adding an SSD and if you feel like it, get a nice new case. I'd upgrade that CPU as well, but for that you'll need a new motherboard and some DDR4 RAM, so probably avoid that for now. Your FX-8350 is pretty dated, and isn't the greatest but it will still do the job.
