im on 4.78.2 D-Rex and for some reason i cant see that my friends are online when i know they are also doesnt let me see any messages i receive both the on screen pop up and the received messages box, it also doesnt let me send friend requests to people and vice versa or let people join my games, i have tried changing my np enviroment to np an sp-int but neither work.

Try reinstalling 4.78.2 D-Rex normally fixes that issue.

that didnt work for me reinstalling the firmware i also tried downgrading but had no luck with that either

In recovery select 2 restore to default settings
It resets passwords

Done that but now when I go to register my PSN account to my PS3 it says the connection to the server timed out?

It's still not working bud, I tried ringing PlayStation and they said to open up some TCP and UDP ports but doesn't that decrease the security of you router?

Few things to check
Reboot router and do a network test.
In the toolbox Menu Debug type DEX
Then In the Debug menu check
Release Check Mode Release Mode
Boot Mode Release Mode or System Software Mode
Network Settings for Debug Single
NP Environment np
