I installed the drivers and everything. The only time the fans spin are when the pc boots up.
Can someone help me?

Your fans will not constantly stay on as they will only come on whenever the temperature increases.

My friend had this problem recently because of transport malfunctions and was forced to replace the fan. The fan might spin as the temperature gets higher though, you'll know if the fan is actually broken if your PC crashes after being on for long periods and the fan is still not spinning.

He could always run a GPU Benchmark to see if it is in it's normal working state or broken.

The majority of more modern GPUs don't start breaking a sweat until they reach a certain temperature, my Strix GTX 970 is silent until 60c and then the fans start to come on and speed up slowly to keep me in the 60c range.
