OP- You say you have an i5-2400 right now? That was the direct competitor to the FX-6350 when they were new, years ago, so buying a PC with an FX-6350 would not be an upgrade. What are your current specs and why did you want to buy a new system? You could just upgrade. If you want a new system, definitely build your own, you could do significantly better for your $750 budget ($750 @GT40, not $850).

Well the main reason i wanted a PC for this price is because i'm working a seasonal job and i thought i would be cut after this week but it looks like they might keep me so im going to save up a few more check's untill i get into the 1200-1500 range.

It's a Dell Optiplex 790, my moms job was selling a few computers so she got it for $75.

Alright it's a pretty bad system, other than the CPU. So the CPU is the only thing you could really use so it does make sense to just build a new system. An unlocked current gen i5 or something better would be a good upgrade but Zen and Kaby Lake are releasing soon so I'd just wait for that tbh.

It's between these two, is the 1070 worth the extra money?

Theyre both terrible. Build a system when you have the money. Also Kaby Lake is out now and we have actually seen AM4 motherboards so Zen isn't far off.
