I'm in the exact situation. I only play RS and I have about £500 to spend. So I thought I'd bump this to the top.

You can get your OS for free, or buy a key from G2A, Kinguin, /r/microsoftsoftwareswap, or somewhere else for less than £25.

I'd recommend spending a little extra for this monitor instead, if you can manage;

Another thing to note, the best GPU i could fit in this budget, with peripherals, is an RX 460. However, it's not a great GPU. It's the best new card you can get for £100, but it's about equal to an R9 270(x), so if you don't mind a used card, I'd recommend taking a look here;

You can just browse, see what you can get for £100 and make some offers, or maybe make a post asking for the best GPU you can get for £100. Here's a couple of posts I noticed;

Equal to an RX 460 pretty much, but you could get it for £60-70.

HD7970=R9 280x, as you can see, you can easily get a HD7970/280x for £80-90, that would be a nice improvement over an RX 460.

GTX 970 for £100, that's insane.

So yeah, if you don't mind buying used, that would probably be a good idea for this budget. Cards you should try to get would be;

AMD-

HD7950/HD7970
R9 270(x)
R9 280(x)
R9 290(x)
R9 380(x)

NVidia-

GTX 770
GTX 780
GTX 780Ti
GTX 960
GTX 970
