So I have a solid layer of fat over my stomach, not to the point of where I'm fat but to the point of where it's slightly chubby and I have some bad love handles lol Can I turn my fat into muscle without burning the fat?

You simply cannot transform fat tissue into muscle. But with some effort, you can and will see change. Weight training is going to be your best bet if you don't want to 'burn the fat'. Cardio will simply burn it where as weight training will help you burn and make gains.

I do weight training now but it doesn't really do much for my stomach tbh

I agree with this. Also keep in mind that muscle weighs more than fat when you begin to workout and lose weight.

You cannot turn fat into muscle just like you can't turn dirt into gold. You can however sift the dirt and find gold, much like muscle and fat. When you work out, you "burn" fat tissue and start to gain muscle.

No, you need to burn fat by eating in a caloric defecit and gain muscle by lifting weights and eating in a caloric surplus.

You can only gain muscle and burn fat in two circumstances.

A) You're only starting at the gym for the first time and for the first couple of weeks you will gain a huge amount of muscle because your body is going into a shock since it's never lifted weights before. If you eat a diet for losing weight, you will still lose fat and you can build muscle for the first three or four months at the gym. After that you'll gain almost no muscle if you try this and it wont work.

B) You're using steroids. You can basically tell your body what you want it to do and you can just ask it to add muscle and burn fat. Not going to go too much into detail on this but you get the idea.

Either way OP, if the fat is a problem then spend three or four months losing the fat and then go back to lifting normally again. You will get your strength and muscle back very quickly due to muscle memory and being a young man. If you need help losing the fat, either eat in a caloric defecit or try the keto diet. Probably the two best ways to lose fat IMO.

I always have a thought, "abs are made in the kitchen"
Your diet is a BIG key to losing weight and fat.
You NEED to watch what you eat.
To lose that belly fat.
1. Cardio
2. Ab workouts
3. Consistent diet

These 3 are perfect.
Cardio will lose the layer of fat over the abs.
Ab workouts will define the abdominal muscles making them more... well, defined.
Your diet will help lose the weight and also prevent you from gaining more fat in that area.

The way exercise works is youi do cardio which will burn the fat and weight training which will increase muscle density.

If you just did weight training, you would still have the chubby layer but get muscle underneath (Think big, stocky people like rugby players).
Doing just cardio means you won't have much lean muscle (Think long-distance runners)
and doing a combination of both lets you hit the mixture that you want. (Think sprinters and similar body types)

A common misconception about weight lifting is "I weigh more! It's not working!" Then they give up.

Muscle mass weighs more than fatty tissue. If your stomach is getting noticeably smaller, but your weight isn't fluctuating, you're doing exactly what you're aiming to do.

Big thing that will help accelerate replacing fat tissue with muscle tissue is knowing what you put in your body. There are formulas and sites online that will help you determine how many calories you need to burn fat and gain muscle.

Grilled or baked fish, water, grilled chicken, spinach, and believe it or not, tortillas are fantastic foods to maintain your daily caloric intake. Just can't get discouraged when the scale doesn't move.
