best bet is checking your hardware usage and temps when the drops happen. Common fps drop factors are CPU hitting 100%, CPU overheating (usually called 'thermal throttling'), Not enough RAM (are you running anything in the background or running in windowed mode as it'll use more RAM). GPU might just be capping at 100% or thermal throttling as well. Might even be the HDD running slow. Sometimes antivirus software does 'real-time scanning' which can have an affect as it's scanning the drive that your game files are on. I'd check all these things out and see if it's one of them .

thanks, i think i am going to upgrade my ram to see if it still occurs but i will more than likely need to upgade my cpu to an i5 2500k or something so that there is more of a balance for the CPU and GPU

Bet bet to do is to upgrade RAM as CSGO's recommended RAM is 2GB. Also a Dual core CPU is recommended. Also if you are upgrading your CPU make sure the socket is right on your Mobo! I dont think you have bottleneck between the CPU and GPU. Just RAM.

Can't believe nobody said it but, have you updated all your GPU drivers? That's a pretty common issue with a new card.
