Okay so I made a $60 payment to someone on Paypal, they refunded me for a reason, then I resent another $60. Why is my bank now showing I made 2 $60 payments even though I got refunded the first time?

What happened was is that even knowing you where refunded, PayPal still took the payment as you would expect. The moment you press send, PayPal will retrieve that $60 regardless of what happened afterwards,
Now that it was refunded what will happen is, it's usually 24-78 hours until that money is actually refunded back into your bank account. So yes, you did make two $60 Payments, but one will eventually be refunded.

basically it takes some time for the money to get refunded
so you will get $60 back but in 1-3 days

Paypal holds refunds for like a day or two.

If the recipient hasn't refunded your second $60, you won't get it refunded.
The first refund will at least be sent back into your PayPal account where you can send it back to your bank account.
The second payment, you need to contact the recipient if you didn't intend to send it.
